Why we’re supporting the Stop Super Speeders bill, AB 2276

Year after year, speeding is the #1 cause of severe and fatal traffic crashes in San Francisco. That’s why Walk SF worked with traffic victims for more than eight years to pass a state law making speed cameras legal in San Francisco.

It’s also why in 2024, Walk SF co-authored state legislation by Senator Scott Wiener that would have required all new cars and trucks manufactured or sold in California (except emergency vehicles and motorcycles) to have ‘passive Intelligent Speed Assistance.’ This would give an audio and visual alert to drivers when they’re going more than 10 MPH above the speed limit (now required in all European vehicles). Unfortunately, Governor Gavin Newsom vetoed the bill.

This California legislative session, Walk SF is working to pass a state bill that would require ‘active Intelligent Speed Assistance’ to be installed in the vehicles of drivers convicted of severe speeding-related offenses so they can’t speed. It’s called the ‘Stop Super Speeders’ bill (AB 2276). Bills like this are being passed in states around the country to address the highest-risk drivers.

The Stop Super Speeders bill, authored by Assemblymember Soria (Fresno) has started its journey in the California State Assembly. Julie Nicholson, a member of our Families for Safe Streets chapter, recently gave a powerful testimony at a hearing for AB 2276 about when she was hit by a speeding driver in the Panhandle.  

As we know from our past efforts to pass state legislation, the journey is often a bumpy one. Already, AB 2276 was unfortunately amended from being a statewide bill to a seven county pilot. 

The amended version of AB 2276 originally did not include San Francisco as one of the counties, so Walk SF immediately reached out to Assemblymember Matt Haney to see what could be done. Haney fought successfully for the county list to be changed to include San Francisco. 

San Francisco needs every possible tool to prevent dangerous speeding. It’s so important that Intelligent Speed Assistance becomes a viable solution here in California. 

Walk SF, with your help, will do everything we can to pass the Stop Super Speeders bill as a crucial first step in this direction.
